Arthur Larkin is a civil rights litigator with nearly thirty years’ experience in the state and federal courts, including substantial trial and appellate work. For fifteen years, from 2003-18, he worked for the New York City Law Department defending the City and its police and correction officers, and its District Attorney’s Offices, in civil rights matters. He handled some of the highest profile wrongful conviction and class action lawsuits brought against the City during that time, and personally negotiated settlements worth over $75 million in those and other cases.

He now brings that experience to bear on behalf of persons who have been subjected to police or correction officer misconduct, including those who have been falsely arrested and prosecuted, victimized by police or correction officers’ use of excessive and unnecessary force, or whose civil and constitutional rights have otherwise been violated by the City. With fifteen years’ experience defending the City in such matters, Arthur keenly understands how the City values and defends cases, and knows how best to present a winning case at trial and/or during settlement discussions with City attorneys and the Comptroller’s Office.
